Hydrological Hammer of the Gods
Most likely the only time I will ever report a weather forecast is to bring you this snapshot of Monday’s seven-day Quantitative Precipitation numbers. Note the two biggest digits on the map, centered on California’s Sierra Nevada range: 18 inches and 18.9 inches. That means it’s expected to precipitate 18-plus inches of water around the Sierra crest—accounting for typical 10:1 snow-to-water ratios, that suggests about 15 feet of snow above elevation 8,500 or so. The local weather guru in Mammoth is predicting 12-16 feet on the upper mountain.
The forecast is calling for windy and coldish storming this week totaling out to about 10 inches of precip at high elevations, and then that looming wetter second phase over the weekend with snow levels rising at times to as high as 9,000 feet, or exactly high enough to properly infuriate Tahoe skiers.
The recent temblor activity in the Walker Lane and Sacramento Valley of NorCal has me thinking.... god, she may drop the big one on us!

I saw that report after I'd checked the NOAA forecast here about half an hour ago. For the first time in my memory, the forecast included a "hydrologic report" in the form of an alert or warning. I checked back a few minutes ago, to see the doppler radar, and noticed that the "hydrologic report" was deleted.
It still predicts a ton of moisture over the Sierra during the next week. Since I have no climbing plans for that time, I'm looking forward to it. I note, however, that the snow level is rather high, at least for the southern Sierra, so I hope it doesn't result in flash floods like 20 years ago. We still don't have our Yosemite Valley campsites back that they closed then, and I'm not sure what Aramark or the current or future NPS would do if given another flood as an excuse to get rid of more of those pesky car campers.

More complaints from Californians about water. Would you guys give it a rest already?
FWIW, Vancouver has had cool - but not particularly cold - weather for the last four weeks, with snow every week or so. The jet stream having decided to funnel cold air through western North America. Currently clear and about -5 here, supposed to warm up a bit for the weekend with some snow, then cool again, with a further outbreak of cold air. Which suggests that a disastrous dingusapple express event isn't likely anywhere soon on the western cordillera.

Hammer of god? More like he stumbled to the bathroom to take a piss. Just a little bit of rain here so far. Seems like they sensationalize the weather these days the way they do cat farts on a slow news night.
Say, is there anything climbable between here and vegas when it's wet? I have to drive for CES. Maybe I'll just go skinny dip in a hot spring and watch this whole hammer of god thing roll in for a little while on my way. But it all begs the question- good beer or liquor fir the spring?

I'm hoping the Sierra wrings the approaching hammer of God cloud mass dry to the point they only give a meager dusting to ranges east. A foot or less, followed by a period of sunshine and we're good to go Jonny.

I agree. So far it's really been no more than a dusting out here that melts off in a day or two. We had some snow this morn, now just mud. Still snow up high, but locales east and low maybe more dry still. I wouldn't try any Playa driving on a bet though.

The key is when the cold air arrives to lower the snow levels on Sunday.
NOAA:
Snow levels begin to rise Saturday afternoon/evening as deeper
moisture and warm air arrive. Snow levels are expected to climb to
7000-8000 feet Saturday night when the heaviest precipitation
arrives and peak Sunday-Sunday night when snow levels could reach
9000-9500 feet. There is an increasing flood threat for creeks,
streams and urban areas as latest model simulations continue to show
8+ inches of QPF along the Sierra crest, 5-8 inches in the Tahoe
Basin, and 2-5 inches along the eastern Sierra Saturday night
through early Monday. As far as mainstem rivers, timing of the
arrival of colder air on Monday will dictate the potential as models
vary from late Sunday night to Monday afternoon. In addition, we
will have to wait and see what kind of snow totals we get with the
ongoing storm as fresh snow will have capacity to absorb some of the
rainfall this weekend. All interests along small creeks and mainstem
rivers should monitor the forecast very closely as we get closer
to the weekend.
Snow totals above 8000 feet may be quite large (3-6 feet) depending
on how high the snow level eventually rise. Snow to liquid ratio
will be rather low for this event, roughly 6-8:1, certainly some
avalanche concerns and difficulties for those that have to
remove/shovel in the high elevation communities around Mt Rose and
Mammoth Lakes.

16" overnight just west of Boulder at 8100'. I've shoveled the front and back decks three times, mostly for the dogs benefit, but the driveway is full depth. It's still coming down (ay-ah, never seen it go up...), but the 75' long drive is half shoveled.
Zero degrees today, high forties expected this weekend. Boulder is probably a sh#t show, but I'm staying at home and working in the shop.

It makes one think, though, about the whole impact of spending huge sums of money to restore damage to a previous condition, knowing that something else will be coming, sooner or later, to take it all out again.
perhaps there should be more thought to mitigation of the conditions that set up the damage potential.

I don't know. It seems very complex to me, and would need to have a number of experts involved.
Maybe it means restoring the valley to a more pristine state, with camping move out altogether. Not advocating that, just playing with ideas. The roads may be in the wrong places (lowland), and should be built higher?
But otherwise, we are on a treadmill of $200 million in expenditures every decade or three, with nothing to really show for the money.
You wonder, for example, if they built in processes to shut down the sewage plant, to protect all the pumps and infrastructure, so it would be protected?

The disaster marked the end of Mulholland's career.
This is when SOME people found out that you can't just build a dam anywhere you want, particularly in a region shot full of earthquake faults, like California happens to be. You have to be careful, and do a lot of study, not just throw things up. All the good sites are taken, already, and have been built.
Of course, you'd probably identify Tenmile Creek as the perfect spot to build a dam, west of town. But then you'd find Helena at the bottom of your reservoir. Good planning.

Re building dams in the wrong places, I know Idaho doesn't count, but try searching Teton Dam Idaho. A Bureau of Reclamation fiasco.
It suffered a catastrophic failure on June 5, 1976, as it was filling for the first time.
The collapse of the dam resulted in the deaths of 11 people and 13,000 cattle. The dam cost about $100 million to build, and the federal government paid over $300 million in claims related to its failure. Total damage estimates have ranged up to $2 billion. The dam has not been rebuilt.

Got back to NV after midnight. 3 below and a good foot of snow up here in my canyon draining a major portion of the northern Virginia Range. I'm off soon to buy some sand bags, but it will be pretty futile if it's a repeat of 97 because Paiute Creek (Usually only an underground flow 9 months of the year) is forty feet off the back corner of the house and 8 feet below. I guess I'll hope for snow on the lower range of estimates.

Kern River peaked at 10,000 cfs today. Settled down to 8,000 cfs. My friend there texted " Brown and big".
I think it was 2002? when there was a big fire- or Two- in the Kern Drainage and it burned almost all summer.
Kris and I were climbing at the Rincon and a huge storm hit Saturday and it belted down all nite long.... hard!!! The next day we decided to split for Trona-and dry climbing.
We go to the Kern by where Salmon Creek flows into it.... The river was in a unbelievable state.... Dark Root Beer colored, with Trees and Logs, and all sorts of flotsam and jetsam streaming past.... and it was almost up to the road!
Sierra South folks captured a big jug of the water and its in the store now.... its about 50% mud and ash, the rest water.
Mo nature can be thrilling to watch... if your safe.
I hope all of US come out of this OK.

The willows are bent by the force of the current and water weight, so the actual level is hard to estimate by looking at the balls of litter.
A more accurate assessment is made by looking at the waterline on the beach, of course.I expect the levels will be increasing this evening since it's been raining here since 3 a.m.

Got a few shots of the snow after the storm three days ago. Dusted snow right up into the ORG. (the pics didn't come out :( ) The Whites are white. Pine Creek got about 8 inches of snow. I didn't have chains so I couldn't quite get all the way to the top but the winds were blowing and the snow running across the cliffs was pretty cool.

Survival, statistically, flying is safer. My only major concerns with getting on a regional are the
n00b pilots dealing with a serious mechanical issue or icing. The regionals fly pretty nice rigs
these days and icing isn't much of an issue between SAC and SBA.

Yeah- regardless of "statistics:- anywhere within a day's drive- I'd personally drive. Cheaper and probably faster. Quality time with the daughter a bonus of course. Airports are probably a PIA right now with knee-jerk heightened security in effect.

Just a trace of rainfall here so far. Snow melting steadily with the mid forties temps. So far, it appears that between the rainfall in the California lowlands and the wringing effect of the Sierra the clouds are dry by the time they get here. Will keep my fingers crossed about the longer forecast but keep the sand bags at ready.

The foot of snow I had yesterday is now reduced to 3" of slush amid temps in the low 50's and a steady moderate rain since early am. NO flooding yet, but the Truckee is supposed to crest from early evening to early am tomorrow at 21.2', flooding industrial areas near the river in Reno and Sparks. How's conditions in your neck of the woods guys?

It looks like we all got off lite this time, so far.
But, we are about due for a repeat of the great flood of 62', that's 1862. This event effected the entire west coast from Canada into northern Mexico and eastward to Idaho, Nevada, Utah. Some geologists studying it have determined the frequency to be less than a 1000 year event, more in the 100-200 year range. Could be a quick way to recharge the aquafer's with Lake California (300 miles by 30 miles) feeding it.

There is damage here and there all over NW Nevada. The thing is that the snowpack melted over frozen ground, penetrating mere inches, if at all, before rushing downhill. The soils have now melted partially, but are now saturated. I'm not saying that a 1862 like event is in the cards, but keep an eye out for Indian tribes relocating uphill to high ground.

At my position in a narrow canyon draining a major portion of the snow plastered Pah Rah Range I'm hoping for a miss of the upcoming front. Maybe it will be less moisture laden than the last and/or swing far to the south where they still need some. One can hope for the best and still keep the meager flood preps in place.

Here in Carson it's amounted to nothing much more than a dusting. Haven't paid much attention to the top of the mountain; but I headlines about avalanche warnings and such. There was a good solid 8ft berm on the side of I80 when we drove over the top to Roseville last weekend. Still hoping for a break to drag some gear out with Rick. Failing that, maybe a longer exploratory drive toward Tonopah? Might be dry enough down that way...

Anyone know whats going on in Yosemite? I checked badger pass webcam and no one was there. I called road report and badger pass road is closed today and tomorrow, and 120 going through crane flat is also closed. Yet the valley is R 0.

It's still dumping @Kirkwood. A bunch of employees were evacuated from housing due to overloaded roofs. I got a room facing chairs 10 & 11. I'm watching a snowcat unbury 11 so the chairs can leave the terminal. It'll be another interesting day at The Wood. I'm not inclined to spend much time outside due to the avy danger.

Just got caught up with shoveling, repenting for not having to do much of it for the last few years.

Ski more, get truck stuck, shovel, shovel, shovel, free truck and get home to shovel more.
In the morning, shovel the firewood, make fire, shovel truck out, ski, shovel.
Repeat, adding the shoveling out of the propane tank.

PHILLIPS STATION, Calif. (AP) - Clambering through a snowy meadow with drifts up to the tree branches, California's water managers measured the state's vital Sierra Nevada snowpack Thursday at a drought-busting and welcome 173 percent of average.
Runoff from the overall Sierra snowpack, which provides arid California with a third of its water in a good year, stood at the highest level since 1995 for this point in the year, California's Department of Water Resources said.

According to Howard, snow shovelers are making over 30 dollars an hour. Wow..
They say in Meteorology that the 3rd or last storm in a series is often times the biggest. This series may not be an exception….as Mammoth Mt apparently is in the Bull’s-eye sights, for this last storm in the series…..
Snow-plow driver are weary. Not only do they have a schedule to keep during storms, but in-between storms they have to create snow storage for the next storm. Many are so exhausted working around the clock that they are numb. We have a man power loader driver shortage. There are opportunities now, for some, that want to work in Mammoth, that knows how to drive snow removal equipment. We also have a big-big shortage of snow shoveler’s. Many are making at and over $30.00 per hour. Got shovels? Call any of local roofers. They are looking for bodies to shovel. One more issue….You will also have to find a place to live which is a challenge in itself.
This winter has been a major challenge, as not only is Mammoth out of snow storage, but the designated storage areas yesterday, had ramps weakened so badly by moderate rains over the lower elevations, that they were unusable. Now a small storm for Friday has turned into a big storm for the town. We all have to deal with one more.

John M...i heard 50 an hour which i find hard to believe...There are several roof failures happening this week......Some of the 2nd home owners are clueless when it comes to getting snow off of their homes and some just don't want to pay the pricey snow removal fees...Happens every time big snows are followed by rain.. There's not much snow storage due to the build out of Mammoth... small lots with large trophy homes where you can look into your neighbors house , don't leave enough room for snow storage...Then there's shortage of transient workers who quickly find out that Mammoth wages don't cover the cost of living here... Von's check out lines run out into the Sherwins because Von's can't find workers...The old adage that there's someone else waiting to take those jobs isn't always true...

Thanks to the flow of warm air & spittle rolling up from California, it's raining up to 9,000' in south Idaho & at lower elevations the rain & melting snowpack are flooding fields & closing roads. Rivers are flowing at all-time highs for this date.
Heidi & I managed to get her pickup out of our gravel-drive morass this morning & drove into town.
Choss Creek wasn't the highest I've ever seen it, but it was close.
This little diversion dam was looking somewhat overwhelmed.
The large waterfall at center is 10-times larger than normal & I've never seen the other waterfalls before.
Our shared gravel road didn't quite wash out, when we caught an inch of rain on snow on Weds. night this week.

Hard to believe, but as of yesterday the Shasta Reservoir was 96% full, 7 feet below the crest. Man, all the times I've driven down to Cali and passed that almost empty lake with its beached boat docks ........ incredible it can fill like that.

It was also 80 degrees yesterday in Palm Springs.
Granted SoCal hasn't been anywhere near as rainy as farther north, but it's still been pleasantly rainy. My sweetie and I wanted a warm weather break so we did a day trip to Palm Springs. Josh was another option but the forecast was a bit windy.
We did a nice hike in the Indian Canyons. The Stone Pools were deep and beautiful, and people thrilled by the heat were submersing themselves in the water.
Came home to cloudy conditions and the rain started again by 5 PM, rained steady all night.

Sorry to have missed you on your jaunt past my place into the Pah Rah Range Jonny. Did you make it all the way up to your property?
Went out to the Selenites and points beyond today. The road to The Sphinx parking area is rough, but passable. Just patchy snow on the north exposures on the approach. Might be going up tomorrow with Jack and Alex. Sphinx south face and the Obelisk should be decently warm.
On another note; the big hammer of God presently seems to be Oroville Dam. With no chance of repair till the dry season, and with more wet weather and spring snow melt looming, how long can the damaged spillway and emergency spillway last before the earthen dam itself is compromised to the point of catastrophic failure? How many millions of people's properties, businesses, critical transportation arteries, etc, downstream would be destroyed in such a disaster? If I was in Oroville I'd have my bags packed and loaded and escape routes out of harms way scoped out. Ditto with lots of Sacramento and beyond neighborhoods.

Officials are warning those living downstream of Lake Oroville’s dam to evacuate because of a risk that the dam’s emergency spillway could collapse.
“They have what they expect to be an imminent failure of the axillary spillway,” said Mike Smith, a spokesman for the California Department of Forestry and Fire Protection. “What they’re expecting is as much as 30 vertical feet of the top of the spillway could fail and could fail within one to two hours. We don’t know how much water that means, but we do know that’s potentially 30 feet of depth of Lake Oroville.”
The Department of Water Resources, which operates the dam, said in a 4:42 p.m. Twitter post that the emergency spillway could fail within the next hour.

Its not the dam. Its to the side of the dam. But it covers 30 feet of lake height. Here is a pic of the situation.

Its not the sheriffs plan. Its the Water departments plan. And the force of the water has been reduced because now there is only 2 inches of water going over the top of the emergency spillway. There was over a foot going over it. and it is dropping even further as they use the main spillway to relieve the pressure.

That pic is from when over a foot of water was going over the spillway. Other sites are saying the erosion has slowed with the reduction of water going over the spillway.
I am not an expert. This is just gleaning info from multiple sites.

If you really need to know the infinite wisdom of civil engineers,
simply observe that the population concentration in California is where there is less rain.
Then notice the management philosophy of the civil engineer deciding what to do with the water that does fall in the LA basin. "get it out and get it out quick."
That is a direct quote from the former head of the LA Flood control district as he described the build philosophy of the system, i heard him say it years ago, and yes, he was a civil engineer.
The group of engineers rightly called themselves the Los Angeles Flood Control District.
They determined the best strategy for LA County, was to build a system of evacuation to the ocean.
Nearly zero settling ponds, very little provision for capture and infiltration for later reclamation, even the Sepulveda Basin was an afterthought. Bottom line, no consideration was given to recharging the water table. There was no effort to conserve water, ZERO>
The truth is these great calculators of slope and flow rates, had no hint of brain function. They get the water to the ocean as fast as possible!!!! With 25% of the county devoted to the automobile there is huge runoff, with no county provision for storage or infiltration, government worker classic, prevent flooding cya, and make no provision for saving water, in a highly populated desert.
as good at thinking as a hewlett packard calculator a few years ago, great at trig, and perfectly brainless.

Kolsem ,I believe the water you speak of is from the emergency spillway over flow. It topped out at about 12600 cf per second.
It looks to me that the emergency spill way runs down the slope of a very substantial ridge of undisturbed soil and possibly bedrock.
Even the damaged main spillway is over this area ,away from the actual dam.
But water can always out flank you if there is enough. I saw the Auburn coffer dam get topped out and washed away in 1986. It was 400 feet tall and had backed the water up the canyon so far the bridges were under 100 feet of water, but once the water topped the road on top of the dam, it was over, We watched for about 45 minutes.
By then a third of the dam was gone.
If the main Oroville dam went it would be an unprecedented disaster.
But I don't think that will happen.
A good question would be.. what is the difference in height of the emergency spillway and the actual top of the earthen dam.
I also wonder what the east end of the dam looks like.
EDIT, Kolsem I stand corrected. It would be way better to go over the west end of the emergency spillway where it runs down across bedrock and natural terrain , rather then topping out over the dam.
You could even dig a channel on that end and let it erode it way thru.
Better then letting the whole thing go at once.

I'd be interested in knowing more about the Auburn dam. My grandfather was on that project when it went. Hope oroville holds.
And yeah hey Rick, i made it up to my property. Not nearly as much water or erosion up there as i expected. Had brought snowshoes just in case but of course didn't use them. Got the Drone up for a brief flight in the lower canyon.
Sounds like E.R might be a go here pretty soon. Would like a look at some of those northerly formations.

Cities rezone areas that should not be built on because they are in the flood plane.
Then construction is later wiped out because the 100 year flood cannot be contained by the 50 year dam.. oft repeated syndrome, especially in the TVA.

my dad was offered the head job at oroville when I was in high school, but he didn't take it. My mom was tired of moving. He ended his career as the head of the Southern California water district for the Department of Water Resources. He was being groomed to be the head of DWR when he had a heart attack and retired. I have toured a lot of dams in California.

The worst case scenario
There is no map showing exactly what will happen if the emergency spillway collapses tonight. Officials only have a map showing a failure of the dam. That worst case scenario is useful in that it shows where water goes and how fast it gets there.
Water would get to the town of Oroville within an hour.
If Oroville Dam were to suffer a massive breach, water would get to the town of Oroville within an hour, according to GIS maps maintained by CalFire.
Within two hours, the small town of Briggs would be affected. In three hours, Gridley would be hit. Water would reach Live Oak in five hours..
It would take eight to 12 hours for the water to get to Marysville and Yuba City.
If the dam completely failed, flood depths could reach more than 100 feet in Oroville and up to 10 feet in Yuba City.
The CalFire maps represent a catastrophic breach and are not necessarily indicative of what could happen tonight.

I hope that this doesn't turn into another government dam disaster.
The Teton Dam, a brand new 305-foot high earthen dam, broke in 1976, flooding the downstream towns of Rexburg, Wilford, Sugar City, Salem and Hibbard. The Bureau of Reclamation built the dam in 1975 citing the need, ironically, for flood control. Over the next several months the reservoir rapidly filled to capacity, with a maximum depth of 240 feet.
When full capacity was almost reached, the dam broke. Seepage was reported and inspected the day before the failure, and work crews attempted to fill growing breaks in the dam minutes before it gave out, fleeing on foot as the widening gap swallowed their bulldozers.
When the full collapse came, the flood downstream killed at least 11 people (more were said to die from heart attacks related to the flood), and destroyed thousands of buildings.
The town of Rexburg, 12 miles from the dam (population 10,000), was as much as 80% destroyed. Nearly half a billion dollars in claims were levied against the Bureau of Reclamation. Though the affected area was large, the water spread out quickly on the flat floodplain, dissipating the force of the water.

The Sacramento Bee spoke with Joe Countryman, a member of the Central Valley Flood Protection Board and a former engineer with the U.S. Army Corps of Engineers for context on the engineering issues in the Oroville Dam crisis. Here is an edited transcript of the interview.
The Bee: What options does the state have given the situation at Oroville Dam?
Countryman: You have very limited options. The only one right now is to increase the outflow from the dam.
The Bee: They have ramped up water releases to 100,000 cubic feet per second down the damaged spillway. What was the highest the main spillway ever ran?
Countryman: In 1997 (during massive storms) it ran at 160,000 cfs.
The Bee: The dam is normally rated to handle that, right?
Countryman: The levees that provide flood protection downstream can handle 150,000 cfs
The Bee: If the top of the emergency spillway goes, is that basically dam failure?
Countryman: It’s not going to be the (main) embankment failure, but it’s a failure. If it does happen, there’s nothing saying that the ground is going to stay where it is. That force of water will start tearing that hill apart, and it could eat back into the reservoir and drain the reservoir.
The Bee: If that happens, is it a “who knows what will happen?” situation?
Countryman: Yeah, it’s speculation, but most of the speculation would be it’s not good. It will be a helluva mess downstream. I think they’re taking the right action. I think between now and Thursday, when the next storm arrives, they need to get the reservoir down as low as they can. Tomorrow, they need to start grouting the hell out of that embankment to try to shut off where that leak is.

Oroville Dam: Feds and state officials ignored warnings 12 years ago
More than a decade ago, federal and state officials and some of California’s largest water agencies rejected concerns that the massive earthen spillway at Oroville Dam — at risk of collapse Sunday night and prompting the evacuation of 185,000 people — could erode during heavy winter rains and cause a catastrophe.
Three environmental groups — the Friends of the River, the Sierra Club and the South Yuba Citizens League — filed a motion with the federal government on Oct. 17, 2005, as part of Oroville Dam’s relicensing process, urging federal officials to require that the dam’s emergency spillway be armored with concrete, rather than remain as an earthen hillside.
The groups filed the motion with FERC, the Federal Energy Regulatory Commission. They said that the dam, built and owned by the state of California, and finished in 1968, did not meet modern safety standards because in the event of extreme rain and flooding, fast-rising water would overwhelm the main concrete spillway, then flow down the emergency spillway, and that could cause heavy erosion that would create flooding for communities downstream, but also could cause a failure, known as “loss of crest control.”
“A loss of crest control could not only cause additional damage to project lands and facilities but also cause damages and threaten lives in the protected floodplain downstream,” the groups wrote.
FERC rejected that request, however, after the state Department of Water Resources, and the water agencies that would likely have had to pay the bill for the upgrades, said they were unnecessary. Those agencies included the Metropolitan Water District of Southern California, which provides water to 19 million people in Los Angeles, San Diego and other areas, along with the State Water Contractors, an association of 27 agencies that buy water from the state of California through the State Water Project. The association includes the Metropolitan Water District, Kern County Water Agency, the Santa Clara Valley Water District and the Alameda County Water District.
Federal officials at the time said that the emergency spillway was designed to handle 350,000 cubic feet per second and the concerns were overblown.
“It is important to recognize that during a rare event with the emergency spillway flowing at its design capacity, spillway operations would not affect reservoir control or endanger the dam,” wrote John Onderdonk, a senior civil engineer with FERC, in the Federal Energy Regulatory Commission’s San Francisco Office, in a July 27, 2006, memo to his managers.
“The emergency spillway meets FERC’s engineering guidelines for an emergency spillway,” he added. “The guidelines specify that during a rare flood event, it is acceptable for the emergency spillway to sustain significant damage.”
This weekend, as Lake Oroville’s level rose to the top and water couldn’t be drained fast enough down the main concrete spillway because it had partially collapsed on Tuesday, millions of gallons of water began flowing over the dam’s emergency spillway for the first time in its 50-year history.
On Sunday, with flows of only 6,000 to 12,000 cubic feet per second — water only a foot or two deep and less than 5 percent of the rate that FERC said was safe — erosion at the emergency spillway became so severe that officials from the State Department of Water Resources ordered the evacuation of more than 185,000 people. The fear was that the erosion could undercut the 1,730-foot-long concrete lip along the top of the emergency spillway, allowing billions of gallons of water to pour down the hillside toward Oroville and other towns downstream.
Such an uncontrolled release from California’s second-largest reservoir while it was completely full could become one of the worst dam disasters in U.S. history.
“We said ‘are you really sure that running all this water over the emergency spillway won’t cause the spillway to fail?'” said Ron Stork, policy director with Friends of the River, a Sacramento environmental group that filed the motions in 2005. “They tried to be as evasive as possible. It would have cost money to build a proper concrete spillway.”
Stork watched with horror Sunday night as the emergency spillway was at risk of collapse.
“I’m feeling bad that we were unable to persuade DWR and FERC and the Army Corps to have a safer dam,” he said Sunday.
Stork said that officials from the Department of Water Resources told him informally at the time that the Metropolitan Water District and the water contractors who buy water from Oroville did not want to incur the extra costs.
“I’m sad and hoping, crossing my fingers, that they can prevent the reservoir from failing,” he said. “I don’t think anybody at DWR has ever been this close in their careers to such a catastrophic failure.”
Lester Snow, who was the state Department of Water Resources director from 2004 to 2010, said Sunday night that he does not recall the specifics of the debate during the relicensing process 11 years ago.
“The dam and the outlet structures have always done well in tests and inspections,Snow said. “I don’t recall the FERC process.”
Stork said at the time he talked to Snow about the environmental group’s concerns, and he recalls that Snow said the issue was being handled mostly by one of his lieutenants.
A filing on May 26, 2006, by Thomas Berliner, an attorney for the State Water Contractors, and Douglas Adamson, an attorney for the Metropolitan Water District of Southern California, discounted the risk. It urged FERC to reject the request to require that the emergency spillway be armored, a job that would have cost tens, if not hundreds, of millions of dollars.
“The emergency spillway was designed to safely convey the Probable Maximum Flood, and DWR has reviewed and confirmed the efficacy of the PMF hydrologic analysis for Oroville Reservoir,” the attorneys noted.
Ultimately, they were successful. FERC did not require the state to upgrade the emergency spillway.

Here is a link to the USACE Levee database. You can go to this website and input your zip code and select radius of investigation and it will return a table of Levees in this area.

Here's a screen capture of what the database returned when I input the Rio Vista CA zip code and 25 mi radius. As you can see, there are several unacceptable inspection ratings including fairly large levees in residential areas. I don't know what this means in terms failure risk related to a large unplanned release from an upstream dam.

Why weren't the drought years used for maintenance of existing and construction of new dams? Did man made hysteria overcome rationality and human ingenuity?
The erosion on the emergency spillway is a design issue, not a maintenance issue. That spillway is nominally designed for 350,000 cfs. But a flow of 6,000 to 12,000 cfs for a few hours caused enough damage to order an evacuation. A little bit of maintenance would not have fixed that. The Mercury News article on this was pretty good. The spillway should have been lined with large boulders to prevent the erosion that happened.
Since emergency spillways are rarely, if ever, used. Experiencing some damage during use (and then repairing as necessarily) can be cheaper than a more expensive design while still protecting the dam from failure. But if a flow that is only 5% or so of the design flow causes serious damage, then it wasn't designed/built correctly.
As far as large dams that would provide flood protection for the Sacramento and its tributaries, the good sites are pretty much all taken. The only remaining site that I'm aware of that has much potential is Auburn. Local politics, combined with the environmental loss, combined with the fact that congress would never allocate Federal money for it, probably ain't going to happen.
There has been too much development, too close to rivers. That makes it really expensive to provide flood protection. The lake level in reservoirs could be kept at lower levels which would provide additional flood protection. But then farmers would go ballistic if the state flipped back into a drought.
All of the current proposed dam projects that I'm aware of would only be for water supply during droughts. Having an off-river site that requires the water to be pumped into it does not provide flood protection. I'm not ideologically opposed to this on principal. However, I am opposed to spending tax payer money to provide subsidized water to farmers.
For where northern CA is at, for flood protection, it really comes down to building and maintaining levees.

For where northern CA is at, for flood protection, it really comes down to building and maintaining levees.
I totally disagree with levee-building on the Sacramento and with levee building on the San Joaquin.
When one town on one side of the river built a levee, it caused flooding across the river.
The town over there decided to raise one, too.
Surprise! It caused flooding on the other side of the river.
Their levee went higher.
And so on. This is actually how it happened between Yuba City and others in the area.
The only way the situation was resolved was to create the system of drainage weirs lower downstream, including the Yolo Bypass.
It's been proven (to me, at least) that levees don't work, yet folks still think they need them.

When I went to Michigan State (big mistake but not relevant) I lived fairly close to the Red Cedar river. We had flooding issues one spring, and I wandered down to the woods by the river to watch the thrashing water, contained in the river channel by, you guessed it, a levee. As I stood on this levee I noticed a small flow of water coming out the backside. In a matter of fifteen minutes the small leak eroded into total collapse of the dirt levee and the river started flooding into the city. What caused the failure I was so fortunate to observe? A muskrat hole. Yep a little critter had made a home that precipitated a flood. Not sure what the moral of the story is, except maybe hubris.

rj ....... too big, too impersonal, just an industrial mill, not a good fit for me; that's why I urged my daughter to go to a small school where she would actually get to know her lecturers. Anyway, I did get to see a levee fail, which was pretty epic. It was really interesting from other aspects too; water was actually coming up out of storm drains and flooding streets, as the water flowed in the opposite direction. Again, lack of thought and planning. If water flows downhill, which it generally does, then what happens when the river level is higher than the storm drains? Duh.

If worst comes to worse I could put up some of you here. Can't use much water though since the rising ground water has my septic failing and in the narrow canyon we're in there is the ever present possibility of a flash flood of water, mud and boulders.

I found this interesting. My conclusion, as if it's not obvious, is that the problem is not the weather, it's the population growth.
Scott Stine, a professor of geography and environmental studies at Cal State East Bay, has spent decades studying tree stumps in Mono Lake, Tenaya Lake, the Walker River and other parts of the Sierra Nevada.
Excerpted from an article citing his work, published in the San Jose Mercury News in 2014:
Through studies of tree rings, sediment and other natural evidence, researchers have documented multiple droughts in California that lasted 10 or 20 years in a row during the past 1,000 years -- compared to the mere three-year duration of the current dry spell. The two most severe megadroughts make the Dust Bowl of the 1930s look tame: a 240-year-long drought that started in 850 and, 50 years after the conclusion of that one, another that stretched at least 180 years.
Looking back, the long-term record also shows some staggeringly wet periods. The decades between the two medieval megadroughts, for example, delivered years of above-normal rainfall -- the kind that would cause devastating floods today. But Stine, who has spent decades studying tree stumps in Mono Lake, Tenaya Lake, the Walker River and other parts of the Sierra Nevada, said that the past century has been among the wettest of the last 7,000 years.

Studies on the Canadian prairies have found evidence of many long lasting droughts (up to 40 years???) that make the 1930's look like a picnic.
This is a factor we have to live with in the West but packing in millions of people in the desert does not really make sense unless the water supplies are there.
I have read elsewhere that the last 120 years have been unusually wet in the West. This means we colonized the West during one of the optimal periods in recent history.

Yeah I know. I live right up at the base of the San Gabriels. Storms come in and park up against these mountains and drop their loads, so to speak.
California’s Record Rainfall for a 24-hour period was 26.12 inches occurring January 22-23, 1943, 18 miles north of Los Angeles City Hall in the San Gabriel Mountains).
I'm not in the drainage area, but a lot of people are. There are two dams here near the bottom of Monrovia Canyon, which has a very large drainage area above. The uphill dam is an old Mulholland style concrete arch dam about 100 ft. tall. A while back they cut the spillway down 20ft. because they didn't trust the dam to hold a full lake. If you look at it on Google earth you can see that the arch is distorted. Below this is a more modern earth and stone flood dam with a concrete spillway running into a concrete flood canal which runs into a system which channels water to the ocean. I've seen that channel nearly full in a heavy rain, but I think this coming rain could be another story altogether. Good to be on high ground (unless it slides off...)
Normally there's no water behind the upper dam. There's a pipe through the base which should pass water at the rate the lower dam and channel can handle. So if the volume of water coming down the canyon exceeds that amount the upper reservoir will begin to fill. Enough water coming over the spillway will overwhelm the lower catch basin and dam. Of course the upper dam hasn't been loaded in a very long time.

I stopped serious kayaking after my back injury many years ago but I always lived for big storms like this to bring levels up on local creeks like Sespe, Piru, Big Tujunga and East and West Forks of the San Gabriel. I am planning on a Packraft trip down Sespe at some point this spring with Spidersavage if he gets his boat in time. Gotta take advantage of these events when you can, never know when it will happen again.

Lost power this morning. Still out. We have the frig. running off of a generator to save the food. PG&E says 3,700 without power here from downed power lines. Typing this on my I-phone. We are doing better than some of the neighbors. Gonna be some pissed off people come morning:-(

The power is still out here but the cable is back on so we can use our laptops. We just dropped AT&T in favor of cable for phone and internet. Not to sure about hooking our desktops or TVs to a generator yet. This is the first time we have fired that little Honda generator up since the Death Valley trip in 2008 and it is working great! I took a drive to get more gas and check out the area. Some giant trees came down in the neighborhood and took the power lines to the ground with them. A real mess. I am guessing a couple more days of no power. Off and on showers right now with another round due tomorrow. We are ready for it now:-)

Nut, actually, it didn't start raining until we were a mile up the trail
so we just pretended we were back in Washington on a typical day there.
I figure the SMPD has it in for me cause I rebuffed the SM SAR's recruitment
efforts BITD. I told 'em I would join but I don't do practices and I don't
search. Actually, the SMPD had their knickers all bunched up today - they
wrote two tickets to people who parked without turning their wheels towards
the curb. How chicken sh!t is that? It made a little sense 30 years ago
when people drove sticks but how is an automatic gonna jump out of gear with
the engine off? CHICKEN SH!T CRANKLOONS!

I'm not sure Bad that theres a total of 70 roofs, however theres certainly are many homes in distress as well as new collapses occurring every week as the snow piles grow. Just today another complex was evacuated and 8 families had to leave their home. With no rentals on the market hardly, the Red Cross shelter is all they have at this point.
I've lived here a long time and haven't had to work so hard to keep my home intact from the damaging weight of snow. We have a few homes on my street that are red tagged and yellow tagged and just spotted another home today in the neighborhood that needs to be reported. Many homes are second homes and thus are not being shoveled due to owners not truly understanding or knowing the true situation here in Mammoth. Looking ahead, we have another 3-4ft coming at us Monday, after being dumped on again yesterday and last night. Spring and Summer could only come sooner, however flooding here will be the next hurdle to overcome.

Also, I might add almost everyday there are new propane leaks occurring due to the excess weight on the lines....shoveling propane tanks, hydrants, etc is another chore, besides shoveling roofs since they aren't shedding since the snow is above the eaves at this point.

Only other comment is that we have had a reported 470inches fallen up to now. The base at the top is at 350 inches, after settling/wind/etc. We have had higher snow totals in the past, as recent as 2010-2011. However, this winter is different in that we are far ahead of all years past of their total snow amounts in the month of February.
The snow hasn't let up really and therefore the snowpack hasn't had much of a chance to "settle." Previous winters would have a big dump and then it would be sunny for a couple weeks. We haven't had much more than a four day window in between storms, Therefore, we have literally run out of room for snow storage and it is being trucked out.

Well at least you have a great opportunity for mountaineering training out your front door, missjr. Ski for 6-8 hours. Shovel 3-5. Repeat.
Snow past my eaves here for a while now too. We got 70" this last week. We had an inch or two of rain midweek that created some un-shovel able conditions. Finally broke down and had a buddy swing by with his loader to d ouche out around the house. Casualties during snow removal this year are 2 pvc shovels, multiple welding reinforcements to the Xxl push scoop, one broken window (cornice fall from roof rolling back towards house) and 3 bottles of ibuprofen.
It's nice to have a real winter.

High risk of flooding in Northern California as waterways reach their limits

On Sunday, the weather service warned that the San Joaquin River at Vernalis “has reached danger stage. Greater risk for levee problems.” Sandbagging operations were underway there as the storm approached.
Officials also said several other waterways were at major risk of flooding including the Yolo Bypass, Clear Lake, and the Sacramento, Cosumnes, Mokelumne, Merced and Tuolumne rivers.
On Saturday, water stood a foot high in Maxwell, a small rural town in Northern California’s Colusa County. Crews had to evacuate 100 people, some by boat, about 2 a.m. because of flooding.
Maxwell is about 50 miles from Oroville, which for the last week has been the scene of a national drama and an ongoing discussion on supertopo and the mule died several days ago on that one.

OAKHURST, California (KFSN) -- On the way up to Yosemite, there are several signs in Oakhurst warning drivers that highway 41 from Fish Camp to the national park is closed.
It is all because of a shoulder on the road that started washing out two weeks ago. Constant steady made the conditions worse, causing the hole in the roadway Tuesday to grow in width by five feet.
"At that point our engineers, our safety staff, we decided to fully close the roadway in both directions to all traffic," said Cory Burkarth, Caltrans.
Frustrating...."We saw the sign...but we were thinking it would get better...but then we had to turn around."

The emergency repair work is going to cost at least a million dollars and will take a couple weeks to fix.
OBVIOUS ALTERNATE ROUTE:
Folks heading up to Yosemite from Fresno will have to take Highway 41 to Oakhurst, then Highway 49 to Highway 140 in Mariposa.
(I'd say this would increase the driving time by about less than an hour, give or take, but you may drive faster, risking some poor bear's life. Just chill out and stop in Mariposa for some espresso.)
Also, evacuation orders expanded last night for residents near Coyote Creek in San Jose.

120 is closed between crane flat and the foresta entrance. I don't know anything about this one except the road is damaged.

21 people died in the montecito mudslide. Major Highways were closed for weeks and some for months. Some of us have friends who live in the area. I use to work in Montecito and Ventura and lived in Fillmore and am familiar with Ventura. So yes.. this one interests me.

Plus, some of us just like storms. I was in Yosemite during the flood of 97. Full on hairball. And yep... the news often goes a bit haywire and overblown.
Then add in the fact that I am hoping California gets enough moisture to keep the drought at bay and keep more trees from dying. I lived in Wawona for 25 years. I love that place.
On a final note. We are expecting .01 inches of rain here in the desert. Woot !!! I sandbagged my house to prepare for it.

It was a crazy weather day in Tuolumne, according to Mathis.
He had to be out and about with Denny, his GF, and they had a long, long wait at Hwy 120 to get into Groveland. Alternate routes, like Wards Ferry, were closed because of high water as well. The CHP said there was some fear that the dam at Rattlesnake was going to fail (fish hatchery, power station).
So they waited it out and when they got near Groveland, Ferretti Road was closed by flooding, which meant they had to go into Groveland and drive out to Denny's place through Pine Mtn. Lake.
Mathis said that a tree had fallen at his place, taking out his telephone. (He's staying with Denny tonight rather than driving back home. Smart move.

I was supposed to drive up to my dad's place up near Groveland today from LA. Pretty much all of the major roads leading up that way are closed. I think this is the first real big soaker they've had in that neck of the woods since the Detwiler Fire last year. From looking at the Caltrans Quickmap it looks like 120, 49 and 132 are closed, which pretty much cut me off from heading up there since I go through Coulterville on my way up. I could have driven through the park but that would have added a lot of extra time so I'm just going to head up next weekend and hopefully they'll have the roads cleared by then.

There's even new snow here. The central Idaho mountains are getting a hellava dump. Sun Valley, which is not noted for getting a lot of snow, just recorded 29" in 24 hours on its main ski mountain. It's been dumping for a week & no end is in sight.
Choss Creek snow today. Very happy to only have a few inches, with afternoon rain forecast.
Oh and! Enjoy the moisture, you'll be glad it happened, come next summer.

Biggest snow dump in 70 years in the Seattle area. Which shouldn't have been a problem, given that we were up in our new place in Powell River, but...
...but we had to get back to Seattle to pick up one final load, and with massive snowfalls everywhere from PR to Seattle, we decided to stay put. So we postponed the trip for a few days, and everything was fine.
And, of course, "massive snow storm in Seattle" is about equal to a normal winter day in a lot of places. I haven't checked the final reports, but I think it was something between 10 and 15 inches over three days. And then the temps go back to winter normal (i.e. well above freezing) and the sun and/or rain gets rid of the snow.

I remember me and my friend driving around in 86 when the Auburn coffer dam was overwhelmed . We watched from the lookout as the 400 ft dam washed away
in about 45 minutes.
We drove down to Rattlesnake Bar and the lake was sloshing around and covering the islands that had been dry.
I also have always enjoyed inclement weather..

That was fast. Living in Wawona in southern Yosemite for 25 years, power outages were common and often lasted for many days. 11 days was the longest that it was out in my time there. 4 or 5 days was common.

but-- here, we are a COLDER but drier, winter...
than usual... so they say... (i am not born here, so still learning, here)
we were on the 'border' of that prediction, and it has held true...
so not dealing with all that SNOW...
(say, jan-- you many have been in a 'border' line, too, as to how
the winter was affecting folks? not sure... i did read that some
areas were going to 'very different' winters... due to the
lowering of the 'cold wave' etc, that moves through, in winter)
wrong way to explain, it-- but you all know what i mean... i think...
FEW YEARS, BACK, THOUGH ... wow, we did, but it stopped in time,
before it got 'no way to deal with it'....
but-- i have been trying to keep up, on the all the calif and nevada snow and rain news...

Dear people going up (yes up) Phoenix Lake Rd--
When the CHP tells you to turn around and go back down the road that does not mean wait 15 minutes then try to go up backwards.
My husband and I were shoveling some snow off our driveway and this guy came
back around driving backwards up Phoenix Lake Rd.
Beware as well people are trying to put chains on in our driveway! and in k honesty if you are putting chains on in our driveway and letting
your children run around on our property it’s a little too late.
Put the chains on before Phoenix Lake Rd or don’t come up up all.

Traffic in S Lake Tahoe has been a complete sh*t show from all the people coming up Hwy 50, or at least trying to come up in the storm. CHP has some rather amazing posts on their FB site:

We cannot handle the amount of vehicles that keep coming up and getting stuck here. There are no alternate routes.

Exits in Pollock Pines are being shut down for everyone except residents.
Just please stop coming up here. The situation is too much for the area to handle and there is nowhere for you to go.
I-80 is open. Go that way!

US-50 is already backing up. Motorists just don’t want to heed our warnings.
Chain control from Point View to Meyers.
Expect an 8-10 hour trip to South Lake Tahoe, if you are lucky. Snow will continue to fall and CalTrans will continue to hold traffic intermittently for avalanche control. THEY HAVE TO DO THIS TO KEEP YOU ALIVE!
We have been keeping our officers pretty much on double shifts keeping everyone available out there. We have been doing this since yesterday, even if you may not have seen us. We are seeing a situation where our roads cannot handle this amount of traffic in these conditions. Rather than direct traffic in many cases we are having to go rescue people who have put themselves in bad situations by being unprepared. Thank you to CalTrans, EDSO, Fire and all other agencies out there helping to mitigate the issues.
Want to know why it is backing up? Too many people are showing up to chain control completely unprepared. YOU CAN’T BUY CHAINS FROM CALTRANS. Your chains also do no good on the non-drive axle. Locations to buy chains are sparse once you get on the hill.
You have a large snowstorm over several days, add in chain control, intermittent closures for avalanche control, thousands of unprepared motorists, a 3 day weekend, and you get traffic backed up.
THERE ARE NO ALTERNATE ROUTES ON BACK ROADS IF YOU ARE ON 50. STOP TRYING TO FOLLOW GPS OFF OF 50.
I-80 is open and is designed to handle more vehicles.
To repeat what we have said all week, if you don’t absolutely have to go, then don’t. STAY HOME PLEASE
We will try to keep you updated best we can.

Back in the 60s I hiked up the Sutter Buttes on a crystalline winter day. Could see from Mt Diablo to Mt Shasta. The Sacramento Valley flood control system was easily visible.
